Get the QC Options

The record of the QC that ran over a summary-statistics collection: the options summaryStatsQc was called with and when. An empty list() (the default on construction) means QC has not run; pipelines that need harmonized summary statistics (fineMappingPipeline, twasWeightsPipeline and others) refuse such inputs. What QC did to each row is qcInfo.

A list, possibly empty.
