Settings For mashr Data Assembly

Options forwarded to mashr::mash_set_data, which turns the effect-size and standard-error matrices into mashr's data object.

Bhat, Shat, alpha and V are refused: the first two are the matrices pecotmr builds, and the last two are the caller's own alpha / vhat arguments.

zero_Bhat_Shat_reset defaults to 1000 here because that is the value pecotmr has always passed; it is now a setting rather than a literal.
